An average estimate to reach conversational fluency is 2 years. One can never be completely fluent, even in their native language. We are still always learning more and more. This leads on to my next point. A frequent review is the best way to keep in your language knowledge. So, actively reviewing and speaking the languages you have learned will really help make your knowledge stick. You can do this by talking with online native teaches of the language you are learning or with a friend, or even a pet or stuffy. Flash cards and asking yourself questions about the language are other ways to actively review. Depending on your goal and how fast you want to achieve it, I'd say to dedicate at least 30 min. or more a day to each language. You could also dedicate 1 hr. for one language one day and then dedicate 1 hr. the next day for a different language. Try figuring out what works for you.
