Answer:

That's very debatable but IMO it has not. His view of socialism or communism has never existed. He was a strong advocate of freedom and democracy, something the USSR lacked. It's also debatable if the USSR was ever socialist as the means of production were owned by the state and not the people. The closest society that he would consider socialism would be Cuba in my opinion.

I would research former socialist projects and states much more and research Marx's work to understand this better.
